What Pokemon Can Learn Surf And Cut?

A pokemon doesn’t need to be at a certain level to learn surf. As long as you have the HM surf you can teach it to any water pokemon or any pokemon that is able to learn it.
Surf is used in the ocean/lake [obviously] and is helpful to get through different water routes and to islands. The attack is quite powerful and effective.
So yes your goldeen can use it.

Travelling there later this year, was trying to get some ideas of what I would like to do out there. I am a big sports fan so anything along them lines would be great. Also would love to do scuba diving at the great barrier reef, that is a must. Thanks.
I used to live in Australia and thats where i learnt i had passion for surfing, but when we moved to england we moved inland, so the nearest beach is atleast 2 hours away.
But in the holidays i make sure i go down to cornwall for atleast a week to just surf! but i can never make up my mind on what beach has the best surf.
