Pipeline Surf Point

I have Poke’mon Emerald For GBA I NEED To Know What Type Of Poke’mon Can Learn Surf!? ( And The ” Lv “They Need To Be On )

I can’t seem to get any of my Pokemon to learn Surf and I’m stuck. Any infor would be appreciated.

I need to know because for now only my Bibarel can learn it and I’m tyring to evovle my Kabuto but it’s taking forever.

A pokemon doesn’t need to be at a certain level to learn surf. As long as you have the HM surf you can teach it to any water pokemon or any pokemon that is able to learn it.
Surf is used in the ocean/lake [obviously] and is helpful to get through different water routes and to islands. The attack is quite powerful and effective.
So yes your goldeen can use it.

I only have one more space in my team but I need a pokemon that can learn those hm moves. I don’t have the national pokedex so just tell me the ones in the regular. Thank you.
