Why Can’t My Fish Pokemon Learn Surf? (pokemon Pearl)?

Help! I need to learn the HM surf on Pokemon Pearl, so I caught a Magikarp (an orange fish pokemon) and it is on level 4. So I went to teach it the HM surf, but it said he was unable. Can someone please tell me what kind of pokemon can learn surf, and where I can find it? Thank you, very much appreciated!

    try do find a tentacool or tentacruel or if u picked piplup piplup prinplup and empoleon can all learn surf

    All water pokemon can learn surf. The only water pokemon that can’t learn surf is Magikarp. Magikarp only knows one move, Splash. Splash does nothing. He doesn’t learn a move until level 15 which is tackle. Magikarp evolves into Gyarados on level 20. Gyarados is a very great pokemon that can learn surf. I recommend you give Magikarp your exp. share. If you don’t have one then put Magikarp as your first party pokemon. When you battle against someone, you’ll send him out, but then you should just switch him out for another pokemon that can beat the pokemon you’re facing. When you defeat the pokemon, both Magikarp and the other pokemon you sent out split the experience gained from the pokemon you just defeated.

    Well Sorry but Magikarp isnt able to learn surf if you evolve magikarp into Gyarados,(make magikarp level 20) then you could teach it surf. You could also catch a Goldeen at routes 203,204,209,212,214, all three lakes and in Twinleaf Town( Good Rod). Some other pokemon depending on how far you are in the game are Horsea At route 226 ( Good Rod), Krabby at route 226,(grass),Slowpoke at route 205 on Eterna Side ( Use Poke Radar), and Tentacool while traveling on almost and water (mainly oceans), and Poliwag and Poliwhirl at routes 227,225,and 228 (on the water) Well I hope I Helped!!!

    there are two ways to do this:
    1. you can catch a buizel right outside the east side of eterna city.
    2. you can beat the game and migrate a marril.
