Find a place with good surf schools, because lessons are the best way to start. (They are really the only sensible way to learn in this day and age). Lessons can come from a professional instructor, or surfing family members or experienced surfing friends. You have to learn surf etiquette (so the experienced surfers in the line up don’t want to drown you), how to paddle and take off on a wave, and how to ride a wave. The last thing experienced surfers want is for inexperienced people to just grab a board, rush into the surf and get in our way. Lessons shorten the learning curve significantly. And they help keep ignorant, un-prepared kooks out of the water and out of the way of more experienced surfers.
Find a place with cheap apartments or rooms, because beach towns are ALL expensive. And wait tables or bar tend at night. All resorts towns have bars and restaurants, and good waiters and barkeeps make decent money on tips, if they hustle. That way your days are free to first, learn how to surf, then later, go surfing. then figure that one of these days, you are either going to really hustle and become a pro waiter, or just grow up and take a 9 to 5 job like the rest of us and surf on weekends.

Plan a trip to stay at a beach(I recommend southern California, because there are a lot of schools for you) and try out a hostel, this way you have more money for your lessons and spend a lot less for where ever you stay.Hope it works out!
