Can you get to fushia city? if you can, then go to the safari zone and find the secret house. It’s pretty hard to find because its on a time limit. The person in the house will give hm surf, and then you have to teach it to your pokemon. I recommend lapras. Then just walk up to the water and it will ask you if you want to surf.
