At What Level Does Goldeen Learn Surf In Pokemon Crystal?

A pokemon doesn’t need to be at a certain level to learn surf. As long as you have the HM surf you can teach it to any water pokemon or any pokemon that is able to learn it.
Surf is used in the ocean/lake [obviously] and is helpful to get through different water routes and to islands. The attack is quite powerful and effective.
So yes your goldeen can use it.

    juat use the HM surf and you should also try pokemon mystery dengeon: Time

    Try using HM Surf on it instead of leveling it up.
    and by the way that game is too old try playing Pokemon Diamond and Pearl
