That is one of the most ridiculous things I have ever heard. In fact, I prefer that kids don't start surfing too young, because they often fail to appreciate the dangers of the ocean. I started at age 14, 43 years ago! And, I'm still at it.
Let me ask you some questions. Why would you buy a $1,200.00 surfboard, if you don't already know how to surf. Better yet, why would any 15 year old buy a $1,200.00 surfboard ever, under any circumstances? Although I hope not, but I suspect you may be a 'rich kid" (that's a bad word in some circles). If you are, you need to learn that humans (rich or poor) are very insignificant compared to the beauty, power and majesty of the ocean. And you need to know that the ocean makes all humans equal, and it has no regard for wealth.
Lessons shorten the learning curve significantly. And they help keep ignorant, un-prepared kooks out of the water and out of the way of more experienced surfers. Lessons can come from instructors, friends and family. I taught my kids and grandkids and a bunch of nieces and nephews
As a beginner you should have taken take advantage of renting boards and wetsuits while taking lessons. If it turns out you don't like surfing, you have wasted a whole lot of money on a board that you are not going to use. $1,200.00 is a LOT OF MONEY.
Where did you get the board? I hope you didn't waste your time on line. The only right way to buy a board is to go to a good local surf shop to discuss your size (weight is import, height isn't), skill level and local wave conditions. After 43 years of surfing, I still get my surfboard buying advice from good local shops in the places where i surf.

no you aren't to to old to surf. it doesn't matter how old you are if you can get up on the board and ride that's all you need to do
