you may only download it only with buying . u cant download it free.if it is free i am sure it would be illegal .

You can’t, anywhere. JKR and her publishers do not want the books available for downloading and keep a very tight watch on the net to stop piracy of any kind.
If you should run into a site claiming to have them for download, it will either be: 1. fan fic. 2. pirated, in which case you will get involved in legal difficulties when that site gets clamped down upon
